The European Spanish keyboard has the QWERTY layout and all the accents (in orange) are available via the "the dead keys". The cedille is on the upper right on some layouts. In case you also type in spanish, what you need is underneath the two large Xs.

Another alternative is the Portuguese keyboard. The Latin American keyboards use alternate keys for the accents and so are not as simple to use. The French-Canadian keyboard does not have the circumflex and has fixed keys for É etc.
