There's no one answer for this question.

Most normal computers need the following:

The CPU the main brain of the computer 1
Some ROM memory used to boot 2
Some memory although these are now in packages called SIMMS or SDRAMs which contain many chips on a single board let's count about 9 chips for memory
Some "glue" chips that tie everything together 6
Some "I/O" chips that take care of connecting to the peripherals like printer modem hard drives and floppy drives. 4

That adds up to about 22 chips.

But now look at this computer that was in the Ottawa Citizen, February 25, 1999. It's the smallest real computer in the world. It only has about 6 chips, and they're really tiny. The one at the top with the big AMD on it is a 486 CPU.
