Democracy can be difficult to control. It has to be carefully managed. Otherwise we can get upstarts saying anything they want. We need rules. Lots of rules. Rules like these are very important to maintain the dignity of Council. If one dissenting member opens his mouth, the whole house of cards may come crashing down.
